GENTEXT/REMARKS/1.  Purpose.  This message provides updated procedures and supersedes reference (b), as USMC policy and procedures for International Maritime Satellite (INMARSAT) mobile satellite services (MSS).  INMARSAT is comprised of IP-based Broadband Global Area Network (BGAN), fleet broadband (Maritime Communications), swift broadband (Aeronautical Communications), and legacy BGAN services.  INMARSAT services include secure and non-secure airtime, mobile INMARSAT areas, equipment purchases and lease, equipment maintenance and installation, operational and maintenance training, systems engineering support, and terrestrial interconnection.
1.A. IAW reference (a), all USMC components with a requirement for MSS are to use contract vehicles prescribed by the Director, U. S. Space Force Commercial Satellite Communication Office (USSF CSCO) for procurement of MSS equipment and services.  Any request for exception must be submitted to the DoD Chief Information Officer for consideration
1.B. Requirements must leverage DoD’s infrastructure and capability investments by procuring DoD-approved user equipment through U.S. Space Force’s procurement process.  As prescribed in paragraph 2, use of alternative MSS solutions will be permitted only when Space Force provided services cannot satisfy the user requirement (i.e., MSS that does not leverage the DoDs infrastructure and capability investments).
2. Objectives. 
2.A. Marine Corps users involved in the purchase of INMARSAT MSS are required to use the DISA Direct Store Front (DDSF) process by submitting a Telecommunications Request (TR) through the DISA Direct Home Page at https: //disa-storefront.disa.mil/dsf/home.  DDSF is the ordering initiative for transport, data, voice, satellite, wireless, and other services. All users are highly encouraged to become familiar with reference (d).
2.B. The purchase of airtime and services through USSF CSCO contracts will avoid information flow on untrusted networks.
3.  Actions.
3.A. Legacy INMARSAT terminal commissioning:  Marine Corps users must contact the Naval Information Forces (NAVIFOR) POC, listed above, to request the current commissioning request form to start the commissioning process.  This process is not applicable to BGAN services.
3.B. Ordering INMARSAT services:  Once a terminal has been properly commissioned, Marine Corps users must establish a Program Designator Code (PDC) with a valid Line Of Accounting (LOA) to order INMARSAT services using DDSF.  Contact the HQMC DCI/IC4/ICN PDC Manager, Paul Washington, at the Marine Corps Circuit Management Office (MCCMO) for instructions and forms.  At a minimum, the command G-6/S-6 should be enrolled in DDSF as the authorized approving official (AAO) and the comptroller/fiscal officer be enrolled as the authorized funding officer (AFO) to submit a TR for INMARSAT service activation.
3.B.1. Marine Corps users must maintain their active accounts or transfer responsibility in DDSF once they are identified as an AAO or AFO. The AAO role represents a command’s coordination of the TR in the routing and approval process.
3.B.2. Failure to maintain active accounts or transfer responsibility can result in TR delays while new personnel are approved.
3.B.3. Additional roles the command should apply for are Authorized Requesting Official (ARO), and Authorized Billing Official (ABO). The ARO and ABO grants access to Telecommunications Services Enterprise Acquisition Services (TSEAS) Inventory and Billing Information (TIBI).  The ARO and the AFO should not be held at the same time by one individual.  Once INMARSAT service has been activated through U.S. Space Force, the command PDC will start incurring a monthly recurring charge.
3.B.4. Marine Corps users must follow the dialing instructions in accordance with the status of acquisition message (SAM).  Entering a different dialing string will force the terminal to access a different Land Earth Station (LES), resulting in additional charges incurred that are not billed through the unit PDC.  These additional charges incurred are received by the Federal Communications Commission (FCC) as invoices for terminals accessing the foreign LES.  A helpful website is www.countrycallingcodes.com to find the exact number sequence to place to or from a BGAN phone.
3.C. Billing.
3.C.1. Marine Corps INMARSAT users G-6/S-6 and fiscal officers must review the monthly FCC report to identify unpaid bills tied to their unit command/PDC.  Fiscal officers can also contact the FCC at commercial (202) 418-2666 to request copies of the invoices and the current DoD report
3.C.2.  G-6/S-6 sections will identify and validate the unit INMARSAT mobile number(s) tied to delinquencies and provide fiscal officers any updates to user billing information.  Fiscal officers must contact the FCC and coordinate a deadline for final payment of outstanding bills.  Failure to resolve unpaid bills, ensure proper commissioning of terminals and enrollment of services under DDSF will result in a temporary bar of services until establishment of a funded PDC and  debts are paid in full.
3.D. Transfer of equipment:  If the transfer of INMARSAT terminals is required, units must decommission each terminal from the sending command PDC and recommission each terminal with the receiving command PDC.  This is accomplished by contacting the NAVIFOR POC and decommissioning the existing terminal from current command and commissioning the terminal under the new command.  POC and billing (PDC) information must be updated in DDSF for changes to occur on the TR/SAM record.
3.E.  Review and Revalidation:  Review and Revalidation of PDC and associated LOA is a mandated responsibility for all using units to conduct annually for validating financial accounts with DISA and to determine the discontinuation or deactivation of equipment and services that are no longer needed. The PDC’s LOA needs to be updated and loaded into DISA’s (TIBI) prior to the beginning of each fiscal year to ensure continued payment for service. Failure to maintain a current LOA may result in unpaid billing and impact future service requests.  G-6/S-6 personnel and fiscal officers enrolled in DISA Direct are recommended to register for the review and revalidation approval role to validate all INMARSAT services with funded billing tied to their command PDC.
3.F. Technical/Contract Support: USSF CSCO procured INMARSAT contracts provide daily  technical support. Marine Corps users can contact via email or phone to their INMARSAT service provider for technical assistance with their INMARSAT service. Marine Corps users may contact the USSF CSCO -MSS team helpdesk via disa.meade.ns.mbx.comsatcom-mss (at) mail.mil or (301) 225-2600 to determine their service provider. Marine Corps users may also contact the Space Force helpdesk for contract related inquiries or support.3.g. Termination of services:  Deactivation of INMARSAT services  no longer needed must be submitted by TR to DDSF.  Contact NAVIFOR to decommission the terminal.
4.  Applicability. This message is applicable to the total force.
